Athens, 20/10/2020

Following the order of the Secretary General for Social Solidarity and Fight Against Poverty of the Ministry of Labour and Social Affairs to the police authorities of Lesvos to evacuate the accommodation facility PIKPA by 15-10-2020[i], J.T. who recently gave birth and her newborn daughter, who have been transferred to PIKPA from the new temporary structure of Kara Tepe[ii], as particularly vulnerable, have submitted, with the assistance of the Greek Council for Refugees, an application to the ECHR for interim measures alleging violation of Article 3 of the European Convention on Human Rights, in the event of the evacuation of PIKPA and their removal from it.

The European Court of Human Rights (ECHR) has requested from the Greek Government to submit, until 22 October, the following information: whether there is a formal decision to remove the applicants and close the accommodation facility PIKPA at Lesvos. Whether the applicants can contest this decision before domestic courts. When will the alleged removal take place. Whether an alternative solution has been provided for the applicants.

The Greek Council for Refugees (GCR), which represents the applicants, mother and daughter, before the ECHR, once again expresses its particular concern about the announced evacuation of PIKPA and calls on the Greek authorities to:[iii]

  • revise their plan for the evacuation of PIKPA, which for many years has hosted the most vulnerable groups of refugees;
  • ensure that the facility continues to function and provide humane housing conditions and protection to the most vulnerable refugees, patients, families, women and children.
