GCR Policy Brief

The Greek Council for Refugees has published a Policy Brief which advocates for the implementation of alternatives to the administrative detention of third country nationals in Greece. GCR’s Policy Brief aims to map the framework for the implementation of alternatives to detention in Greece, and to create a useful base for the development of such measures according to international best practices.

An Executive Summary can be found here.

The Policy Brief may be found here.

The Policy Brief “Implementing Alternatives to Administrative Detention in Greece” aims to better understand the reasons for which alternative measures to administrative detention have not been enforced, to define the steps that need to be taken for their implementation, the necessary preconditions and the guarantees that need to accompany these. The Brief is based on the analysis of a continuously increasing line of international sources, the exchange of experiences and positions of the relevant authorities and civil society organisations, information provided by national authorities and civil society organisations, as well as on the experience of the Greek Council for Refugees derived from the provision of legal services to persons in need of international protection in administrative detention.

The Policy Brief was drafted within the framework of a Project entitled Promoting Alternatives to Detention, supported by the European Programme for Integration and Migration (EPIM), a collaborative initiative of the Network of European Foundations.
